HoREA: Chính phủ đã ra những quyết sách rất đúng, rất trúng cho thị trường bất động sản

Hiệp hội Bất động sản thành phố Hồ Chí Minh (HoREA) vừa có những chia sẻ về nỗ lực của các cơ quan nhà nước có thẩm quyền tháo gỡ và thúc đẩy thị trường bất động sản phát triển an toàn, lành mạnh, bền vững. HoREA chỉ ra hàng loạt chính sách mà Chính phủ ban hành thời gian gần đây để hỗ trợ thị trường bất động sản.

Nghị quyết số 33/NQ-CP của Chính phủ đã đánh giá chính xác tình hình thị trường bất động sản hiện nay

Chính sách rất đúng, rất trúng cho bất động sản

“Hiệp hội nhận thấy, Nghị quyết số 33/NQ-CP của Chính phủ đã đánh giá chính xác tình hình thị trường bất động sản hiện nay, xác định cụ thể các khó khăn, vướng mắc chủ yếu, chỉ rõ các nguyên nhân, nhất là nguyên nhân chủ quan”, ông Lê Hoàng Châu, Chủ tịch HoREA cho biết ngày 4/4.

“Điều quan trọng nhất là Nghị quyết Chính phủ đã đề ra các quan điểm và mục tiêu để xây dựng, phát triển thị trường bất động sản an toàn, lành mạnh, bền vững, gắn bó hữu cơ với sự phục hồi và phát triển mạnh mẽ của nền kinh tế đất nước trong bối cảnh tình hình thế giới và nền kinh tế toàn cầu đang diễn biến phức tạp”.

Theo lãnh đạo HoREA, Nghị quyết số 33/NQ-CP đã chỉ đạo tổng thể các giải pháp rất đúng, rất trúng và giao nhiệm vụ rất cụ thể cho từng bộ, ngành, chính quyền cấp tỉnh và chỉ rõ trách nhiệm của các doanh nghiệp bất động sản theo quan điểm “tất cả các chủ thể có liên quan phải đề cao trách nhiệm; chung tay tháo gỡ khó khăn cho thị trường bất động sản phát triển an toàn, lành mạnh, công khai, minh bạch và bền vững”.

Khi thực hiện các dự án đầu tư kinh doanh khu đô thị, khu nhà ở thì phải “quy hoạch, đầu tư phát triển hệ sinh thái bất động sản công nghiệp, bất động sản dịch vụ, du lịch và bất động sản nhà ở đô thị để hài hòa giữa cung và cầu; nhà ở phải có người ở, muốn có người ở thì phải phát triển sản xuất, kinh doanh công nghiệp dịch vụ, hệ thống kết cấu hạ tầng đường bộ”.

Đồng thời, Nghị quyết số 33/NQ-CP cũng đã yêu cầu “các doanh nghiệp kinh doanh bất động sản có trách nhiệm ưu tiên mọi nguồn lực để thanh toán nợ, đặc biệt là nợ trái phiếu; chủ động nghiên cứu tái cơ lại giá cả, cấu sản phẩm phù hợp với nhu cầu thực tiễn của thị trường”.

Đủ căn cứ gỡ vướng cho condotel

HoREA cũng thể hiện vui mừng trước việc Thủ tướng Chính phủ Phạm Minh Chính ký Công văn 178/TTg-CN ngày 27/3/2023 “về thúc đẩy và tháo gỡ thị trường bất động sản” và Công điện số 194/CĐ-TTg ngày 1/4/2023 “về tập trung tháo gỡ vướng mắc về đất đai, vật liệu xây dựng để triển khai thực hiện các dự án đầu tư xây dựng đường bộ cao tốc và bất động sản”.

* Căn hộ condotel sẽ được cấp sổ đỏ

HoREA đánh giá cao Nghị định số 10/2023/NĐ-CP ngày 3/4/2023 của Chính phủ “sửa đổi, bổ sung một số điều của các nghị định hướng dẫn thi hành luật đất đai”, trong đó đã quy định chứng nhận quyền sở hữu công trình xây dựng gắn liền với đất theo mục đích sử dụng đất thương mại, dịch vụ đối với công trình xây dựng có sử dụng vào mục đích lưu trú du lịch (condotel).

Với quy định này, Sở Tài nguyên và Môi trường cấp tỉnh đã có đủ căn cứ pháp luật để cấp Giấy chứng nhận cho căn hộ du lịch, tháo gỡ được “vướng mắc” cho công tác cấp Giấy chứng nhận cho căn hộ du lịch.

HoREA cũng mong muốn mở rộng “đối tượng” được cấp chứng nhận quyền sở hữu đối với căn hộ văn phòng kết hợp lưu trú (officetel) và các “công trình xây dựng có sử dụng vào mục đích lưu trú trên đất thương mại, dịch vụ” để đảm bảo tính đồng bộ, thống nhất.

Mở ra triển vọng cho nhà ở xã hội

“Hiệp hội rất hoan nghênh Đề án “đầu tư xây dựng ít nhất 01 triệu căn hộ nhà ở xã hội cho đối tượng thu nhập thấp, công nhân khu công nghiệp giai đoạn 2021 – 2030”, ông Lê Hoàng Châu cho biết. Đề án mở ra triển vọng huy động nguồn lực của Nhà nước và nguồn lực xã hội hóa để phát triển nhà ở xã hội, đáp ứng nhu cầu nhà ở xã hội của đông đảo người thu nhập thấp và công nhân lao động.

* Triển khai gói tín dụng 120,000 tỷ đồng cho vay nhà ở xã hội trong năm 2023

Trong khi Nhà nước chưa bố trí được nguồn vốn tín dụng ưu đãi, dài hạn để thực hiện chính sách về nhà ở xã hội với lãi suất ưu đãi 5%/năm (áp dụng cho năm 2023), và được vay ưu đãi với thời hạn tối đa 25 năm theo quy định của Luật Nhà ở 2014, thì “Đề án” đã có giải pháp tập trung phối hợp với Ngân hàng Nhà nước để bố trí Chương trình tín dụng khoảng 120.000 tỷ đồng và các gói tín dụng cụ thể để cho chủ đầu tư và người mua nhà của các dự án nhà ở xã hội, nhà ở công nhân vay với lãi suất thấp hơn khoảng từ 1.5- 2% so với lãi suất cho vay trung dài hạn VND bình quân của các ngân hàng thương mại nhà nước (bao gồm Agribank, BIDV, Vietcombank, Vietinbank) trên thị trường trong từng thời kỳ và các ngân hàng thương mại ngoài nhà nước có đủ điều kiện với từng gói tín dụng cụ thể theo chỉ đạo tại Nghị quyết số 33/NQ-CP của Chính phủ.

Đồng thời, Hiệp hội rất hoan nghênh Ngân hàng Nhà nước đã ban hành văn bản số 2308/NHNN-TD ngày 1/4/2023 triển khai chương trình cho vay nhà ở xã hội, nhà ở công nhân, cải tạo, xây dựng lại chung cư cũ theo Nghị quyết 33/NQ-CP.

Về lâu dài, để đảm bảo nguồn vốn tín dụng ưu đãi, dài hạn và huy động các nguồn lực xã hội hóa để thực hiện chính sách về nhà ở xã hội thật căn cơ, hiệu quả, hạn chế phụ thuộc vào nguồn vốn từ ngân sách nhà nước, HoREA mong muốn Chính phủ và Ủy ban Thường vụ Quốc hội xem xét xây dựng hoàn thiện chính sách tín dụng về phát triển nhà ở xã hội. Theo đó, xác định việc đầu tư phát triển nhà ở xã hội cho người lao động có thu nhập thấp là một hạng mục đầu tư trong nguồn vốn trung – dài hạn của địa phương.

Sửa đổi, bổ sung quy định về các nguồn vốn cho phát triển nhà ở thông qua quy định về nguồn vốn mới và tối ưu hóa các nguồn vốn hiện hành nhằm hạn chế phụ thuộc vào nguồn vốn từ ngân sách nhà nước; theo hướng: bổ sung thêm việc huy động vốn từ quỹ đầu tư phát triển địa phương để phát triển nhà ở xã hội, giới hạn mục đích sử dụng nguồn vốn ngân sách nhà nước để phát triển hạ tầng cho phù hợp với quy định của Luật Đầu tư công, bổ sung hình thức huy động vốn từ nước ngoài để phát triển nhà ở xã hội.
