Thanh tra tỉnh Gia Lai phát hiện nhiều đơn vị của huyện Krông Pa sai phạm về quản lý tài chính.

Ngày 1-8, Thanh tra tỉnh Gia Lai có kết luận về việc thực hiện quy định pháp luật về phòng, chống tham nhũng và việc quản lý, sử dụng các nguồn kinh phí tại chín phòng chuyên môn, 14 xã, thị trấn và 16 trường học thuộc quản lý của UBND huyện Krông Pa (giai đoạn từ 2018-2021). Thanh tra tỉnh phát hiện nhiều sai phạm, tổng cộng 2,8 tỉ đồng.

Theo đó, một số đơn vị như Phòng Kinh tế – Hạ tầng chi không đúng quy định 472 triệu đồng; Phòng Tài chính – Kế hoạch chi không đúng 463 triệu đồng; Phòng NN&PTNT chi sai 282 triệu đồng; Phòng GD&ĐT chi sai 201 triệu đồng; Đội Xây dựng giao thông và Dịch vụ đô thị chi sai 256 triệu đồng; các đơn vị trường học chi sai 468 triệu đồng.

Riêng đối với Phòng Kinh tế – Hạ tầng, Thanh tra tỉnh chỉ rõ, trong quản lý công trình xây dựng cơ bản năm công trình, đơn vị lập dự toán tính sai đơn giá, định mức, giá thiết bị tổng cộng 389 triệu đồng.

Tương tự, trong quản lý công trình xây dựng cơ bản, Phòng NN&PTNT huyện Krông Pa thiết kế, dự toán còn tính sai cự ly vận chuyển đối với năm công trình; đồng thời đơn vị thi công chưa nộp thuế tài nguyên, phí bảo vệ môi trường 263 triệu đồng.

Thanh tra tỉnh xác định UBND huyện Krông Pa chưa nộp hoàn trả ngân sách tỉnh đối với các nội dung hết nhiệm vụ chi năm 2021 mà không được chuyển nguồn sang năm sau số tiền hơn 8.1 tỉ đồng.

Thanh tra tỉnh kiến nghị chủ tịch UBND huyện Krông Pa tổ chức kiểm điểm, chấn chỉnh, khắc phục những thiếu sót, hạn chế của UBND huyện và các cơ quan, đơn vị. Chỉ đạo các đơn vị trực thuộc để xảy ra các sai phạm tổ chức kiểm điểm, xử lý trách nhiệm các tập thể, cá nhân liên quan.

Thanh tra tỉnh kiến nghị chủ tịch UBND huyện Krông Pa ban hành quyết định thu hồi hơn 2,1 tỉ đồng sai phạm nộp vào ngân sách nhà nước; đồng thời yêu cầu huyện nộp ngân sách hơn 8,1 tỉ đồng số tiền hết nhiệm vụ chi năm 2021.
